18 PCTs are being given lead responsibility for healthcare services in
their local prisons from April 2004. It is hoped that PCTs will be able to use
their considerable knowledge and experience to tackle some of the wider health
and social exclusion problems experienced in prison, such as mental health,
substance misuse and communicable diseases.
The PCTs involved, which
are all part of the Prison Health Development Network, have completed a Prison
Health Delivery Plan, and will receive transfer of the relevant funds at the
start of the 2004/05 financial year.
T here is a total of 23 PCTs n the
Prison Health Development Network, but five have asked for a deferrment until
April 2005. The responsibility for prison health in all English prisons will
have transferred to local PCTs by April 2006. The 18 PCTs in this first wave
are:
- Castlepoint and Rochford - Doncaster East - Durham and
Chester le Street - Exeter - Heart of Birmingham - Hounslow -
Huntingdon - Islington - Lambeth - Leeds West - North
Liverpool - Northumberland - Reading - Richmond and Twickenham
- South West Dorset - Suffolk Coast - Swale - West Lincolnshire
England - Local PCT News
Camden, Islington and Haringey
PCTs - Lifeforce Team Three PCTs have launched the Lifeforce Team to
provide a palliative care/bereavement service for children. The specialist
paediatric team comprises a specialist nurse, youth worker, respite nursery
nurse, play specialist, doctor and clinical psychologist.
Carlisle
and District/Eden Valley/West Cumbria PCTs - Sexual Health North
Cumbria has organised its first Sexual Health and HIV Conference. In the past
two years, the area has seen a 222% rise in the number of cases of chlamydia,
and in the last year diagnosed an average of one new HIV case per month.
County Durham PCTs - Sexual Health for Young Men The new
LADS Sexual Health Textback service is specifically for young men aged between
13 and 25 and is funded by the County Durham Teenage Pregnancy Board.
Devon Partnership NHS Trust - Substance Misuse Medical students at
the Peninsula Medical School are to be trained in substance misuse as part of
the Trust's attempts to tackle the link between drugs, alcohol misuse, suicide
and mental health problems.
Exeter PCT - Prison Health Development
Network Exeter is one of 18 PCTs being given lead responsibility for
healthcare services in their local prisons from April 2004. The PCT will manage
healthcare at Channings Wood, Dartmoor and Exeter Prisons.
Hull and
East Riding Community Health NHS Trust - CHI Report March's report
praises reduced waiting times for specialist CAMH services, two research
programmes which are led by service users, and drop-in sessions at the memory
clinic providing early psychological intervention for older people with
dementia.
Lewisham PCT - Community Hip Team The Community
Hip Team has been developed as an intermediate layer between primary and
secondary care, working mainly in the community. It assesses, treats and
monitors patients, referring them direct to orthopaedic services at UHL where
appropriate.
Maldon and South Chelmsford PCT - Falls
Prevention The PCT has been approached by North Manchester PCT and
North East London MH NHS Trust, wishing to learn more about their falls
prevention initiatives.The PCT has instigated various exercise classes and
introduced hip protectors in residential homes.
Mid Devon PCT -
Award The Exe Valley Practice has been awarded the RCGP Quality
Practice Award. It is a small, rural practice looking after a large number of
patients from the elderly and farming communities, spread across two villages
and serving an area of over 200 sq miles.
North Somerset PCT /
Somerset Coast PCT - Children's Services North Somerset PCT has
announced funding of £700,000 for a children's service at Weston General
Hospital. The allocation of funds to build up this service has been a major
priority, and a paediatric minor injuries unit should be open from April.
Oldham PCT - Asthma "Bronchial Boogie" is an 18-month
project which has reduced the number of local children with asthma taking time
off school from 35% to 15%. Children attend an after-school club which includes
a 30-minute lesson on either a flute, clarinet or cornet.
Southend-on-Sea PCT - Tissue Viability The PCT's weekly Leg Club
opens in May, combining the chance to meet other people for a cup of tea and a
chat with the opportunity to have dressings changed by a nurse.
Wales - Health Board News
Powys LHB - Acute Cardiac
Services New cardiac services due to be introduced in April include a
Consultant Cardiologist at Nevill Hall Hospital dedicated to patients from
South Powys, a heart failure clinic, a weekly Rapid Access Chest Pain Clinic
and thrombolysis in the Minor Inury Unit.
Swansea NHS Trust -
Gorseinon Hospital Diabetes Clinic Swansea NHS Trust is considering
creating a Consultant post to attract interest in Gorseinon Hospital's Diabetes
Clinic. The clinic has been temporarily closed for three months because there
has been no staff grade doctor to run it.
Wales - CHD
Funding The Health Inequalities Fund will be funding 60 CHD projects in
Wales for a further two years. The fund was originally set up in 2001 with a
budget of £5 million for 2003/4, and the projects are designed to
stimulate and support local action.
Scotland - Local NHS News
Community Health Partnerships Community Health Partnerships
(CHPs) are intended to evolve from Local Healthcare Co-operatives (LHCCs). CHPs
will be expected to be involved in the planning, management and delivery of
health services and to be better aligned with local authority/social services
areas in order to create better results for local communities.
Community Health Partnerships would have control of budgets, devolved from
Health Boards. The Management of Community Health partnerships should be drawn
from a range of backgrounds including Primary healthcare professionals,
secondary healthcare professionals and local authorities. As yet, none of the
LHCCs have evolved into CHPs. Full implementation of CHPs is envisaged for
April 2005.
Alcohol Action Teams - £8m Funding
Announced Scotland's Alcohol Action Teams are to be given £8m
over 2 years to improve alcohol treatment and rehabilitation services and a new
website, Alcohol Information Scotland, has been launched.
Argyll
and Bute LHCC - Visiting District Nurse Service A new nurse service for
Colonsay will involve a district nurse providing cover for one week in four,
with contact by 'phone and video-conferencing between visits. The LHCC is open
to the possibility of developing a nurse practitioner post on the island.
NHS Lothian / Greater Glasgow - New Clinics for Autism The
NHS in Edinburgh and Glasgow have each received £750,000 to develop
"one-stop shops" for Autism. The support centres will include a variety of
health, social work and self-help services to improve care for people with
autism and help their families.

News
Craigavon and Banbridge LHSCG - Rural Depression
The LHSCG has produced a leaflet called "Survive and Thrive on the Farm"
giving practical information on stress and where to find support. The LHSCG has
also offered health checks for the farming community at a local ploughing
competition.
Foyle HSS Trust - Mental Health Reforms Major
changes to mental health provision are planned following the final stages of a
public consultation. The impact of drug and alcohol addiction on services will
be one of the main areas addressed - over 40% of local cases are linked to
addiction.
Northern Group LHSCG - Older Men's Group The
LHSCG has provided funding to a local Older Men's Group for a project aiming to
integrate older men back into the community, which includes "taster" sessions
covering topics such as healthy eating, diabetes, respiratory and prostate
problems.
Western H and SSB - HIV and Hepatitis B A
Consultant in Communicable Disease at Western H and SSB has warned that an
increase in Hepatitis B cases in the area could indicate a similar rise in HIV,
as both are transmitted in the same way.
